REGULATIONS ON POSTGRADUATE STUDIES

Admission to postgraduate studies is carried out on a competitive basis in accordance with the Procedure for training applicants for the degrees of Doctor of Philosophy and Doctor of Science in higher educational institutions (scientific institutions), approved by the Cabinet of Ministers of Ukraine Resolution of 03/23/2016 N261; “Conditions for admission to higher educational institutions of Ukraine in 2018”, approved by order of the Ministry of Education and Science of Ukraine on October 13, 2017, N1378, registered with the Ministry of Justice of Ukraine on November 14, 2017, under N1397/31265; on the basis of the decisions of the Licensing Commission of the Ministry of Education and Science of Ukraine (protocol N58/2 of the ZO of June 2017 and protocol N59/2 of July 6, 2017); “Rules for admission to study at the International Academy of Ecology and Medicine”
I. General provisions
1.1. Doctor of Philosophy is an educational and at the same time the first scientific degree obtained at the third level of higher education on the basis of a master’s degree.

Doctor of Science is the second scientific degree obtained by a person at the scientific level of higher education on the basis of the Doctor of Philosophy degree and involves the acquisition of the highest competencies in the field of development and implementation of research methodology, conducting original research, obtaining scientific results that ensure the solution of an important theoretical or applied problem, have national or world significance and are published in scientific publications.

A graduate student is a person enrolled in a scientific institution to obtain the degree of Doctor of Philosophy.

A doctoral student is a person enrolled in a scientific institution to obtain the degree of Doctor of Science.

1.2. Training in postgraduate and doctoral studies is carried out under the terms of a contract (at the expense of legal entities and individuals).

1.3. The preparation of higher education candidates for the degree of Doctor of Philosophy is carried out:
in the postgraduate program of the institute by full-time (day, evening) or correspondence forms of study:
outside of postgraduate studies (for persons who professionally carry out scientific, scientific-technical, or scientific-pedagogical activities at the main place of work at the International Academy of Ecology and Medicine).

1.4. The preparation of the holders of the degree of Doctor of Sciences is carried out in the doctoral program of the institute in a full-time (full-time) form of study by independent preparation of their scientific achievements for defense.

1.5. The normative period of training for a doctor of philosophy in postgraduate studies is four years, and training for a doctor of sciences in doctoral studies is two years. The number of graduate students and the cost of such training are determined by the Academic Council of the International Academy of Ecology and Medicine PVZ, taking into account the license volume specified in the institute’s license, under which it conducts educational activities at the third (educational and scientific) level of higher education, and the ability to provide qualified scientific leadership and meeting the educational needs of graduate students in the relevant specialty.

1. 6. Persons who previously completed a full course of study at a graduate school or doctoral studies under the state order and have not defended themselves, as well as those who have been dismissed from it prematurely, have the right to re-enter the postgraduate and doctoral studies under the state order only under the condition of reimbursement of the funds spent on its preparation.

1.7. A contract is concluded to regulate relations between a postgraduate or doctoral student and a higher educational institution.

1.8. A graduate student (doctoral student) draws up an individual plan (Appendix 1), a report once every six months on the progress of the dissertation work (Appendix 2), and presents feedback from the scientific supervisor on the level of implementation of the individual plan for the year (Appendix 3)

1.9. The graduate student (doctoral student) annually reports to the attestation commission of the institute on the progress of the work.
II. Rules of admission to graduate school
Citizens who have obtained a master’s degree or the educational and qualification level of a specialist in the relevant specialization are admitted to postgraduate studies for the degree of Doctor of Philosophy on a competitive basis.

Admission to postgraduate studies is carried out according to scientific specialties 222
Medicine.

Admission to training is carried out within the licensed volume for each level of higher education and by scientific specialty 222 Medicine – 15 people.

Submission by an applicant for admission to a postgraduate (doctoral) course of unreliable personal data, unreliable information about the obtained higher education, passed exams, published scientific works, etc., is grounds for refusal and expulsion.

Places in the dormitory are not provided to entrants at the time of admission.

Entrants to graduate school personally submit an application for participation in competitive selection for graduate school (hereinafter – application) in paper form. The application assumes the entrant’s consent to the processing of personal data.

To the application, the entrant to postgraduate studies adds:

a copy of a state document on a previously obtained master’s degree or the educational and qualification level of the specialist, on the basis of which admission to postgraduate studies is carried out, and the supplement to it, certified in accordance with the procedure established by law;
an identity card in the GI-2DS form, certified by the signature of the head of the personnel service and the seal of the main place of work/study, with a photo card on which the seal of this institution is affixed;
four 3×4 color photos;
a list of published scientific works (if available);
a copy of the identity and citizenship document;
a copy of the document on the change of surname (in case of a change of surname by the entrant);
a copy of an international certificate in a foreign language (if available);
abstract in a plastic folder-quick stitcher.

A cardboard folder speed stitcher is attached to the documents.

When submitting an application, the entrant to the postgraduate course presents in person: a document certifying identity and citizenship, a document on the change of surname, and a state-style document (original) about a previously obtained educational (educational qualification).

2.9. Copies of documents without presenting the originals will not be accepted.

2.10 Entrance tests are conducted in oral and written form.

2.11 The Admissions Committee may deny admission to a person to pass entrance exams to graduate school only in connection with failure to submit the documents specified in the Rules of Admission to postgraduate studies of the University within the specified period.

Entrance tests for postgraduate studies at the International Academy of Ecology and Medicine:

entrance exam in the specialty (within the scope of the Master’s level higher education program in the relevant specialty);
entrance exam in a foreign language (English, German) in the amount that corresponds to level B2 of the All-European recommendations on language education. An entrant who has confirmed his level of knowledge, in particular of the English language, with a valid TOEFL test certificate, International English Language Testing System, or Cambridge English Language Assessment certificate, is exempt from taking the entrance exam in a foreign language1. When determining the results of the competition, the specified certificates are equated to the results of the entrance test in a foreign language with the highest score;
Persons who, without valid reasons, did not appear for entrance tests at the time specified in the schedule, persons whose knowledge was assessed with scores below the minimum level established by these Rules, as well as persons who collected documents after the deadline for accepting documents, to participate in the next entrance examinations tests and competitive selection are not allowed. It is not allowed to retake the entrance exams for postgraduate studies.

The results of entrance exams for postgraduate studies are valid during the calendar year.

Based on the results of the postgraduate entrance exams, the admissions committee makes a decision on each applicant.

The ranking list of entrants to postgraduate studies is ordered by the competitive score from the highest to the lowest for each specialty and form of study separately.

2.19. Entrants to graduate school who did not pass the competition for state-sponsored places can participate in the competition for places financed by the funds of individuals or legal entities (on the terms of the contract, in particular, with the funds of grants received by the higher educational institution for conducting scientific research, which provide for the training of higher education applicants for the degree of Doctor of Philosophy).

2.21. The decision of the admissions committee on admission to postgraduate studies is approved by the order of the rector of the International Academy of Ecology and Medicine.
III. Peculiarities of staff structure of graduate school
The scientific and pedagogical staff of the graduate school train graduate students according to the academic programs of the Academy.

The most experienced scientific and pedagogical workers, as well as those who are holders of a scientific degree or postgraduate students, can be involved in teaching at a higher level in case of production need with the permission of the dean of the faculty and the head of the department.

The main positions of scientific and pedagogical staff of the graduate school are:

head of graduate school;
The ratio of scientific-pedagogical employees of the graduate school is not a constant value and depends on production needs.

The main positions of the teaching and support staff of the graduate school are:

inspector;
laboratory assistant;

Advanced training and training of scientific and pedagogical staff of post-graduate studies is carried out at least once every five years. Improvement of the qualification of scientific and pedagogical workers is carried out in accordance with the plan, which is approved by the rector based on the submission of the head of the graduate school.
IV. Scientific activity of graduate school
The scientific and scientific research activity of the postgraduate course at the Academy is an integral part of the educational activity and is carried out with the aim of integrating scientific, educational, and industrial activities in the system of higher education.

Scientific and research activities of the Academy are carried out and financed in accordance with the Law of Ukraine “On Education”, “On Higher Education”.

Postgraduate studies carry out scientific, methodical, and other creative activities that contribute to the improvement of the qualifications of scientific and pedagogical workers.

The scientific and research work of the postgraduate course is coordinated by the scientific and research laboratory of the Academy at the request of the departments.

The scientific activity of postgraduate studies is ensured through organic unity of the content of education and programs of scientific activity, creation of standards of higher education, textbooks, and teaching aids taking into account the achievements of science and technology.

Development of various forms of scientific cooperation (including international) with institutions and organizations that are not part of the higher education system, to solve complex scientific problems, and implement the results of scientific research and development.

Direct participation of participants in the educational process (including students) in scientific and research works conducted at the Academy:

planning, conducting, and carrying out scientific research by scientific and pedagogical workers within the main working hours;
involvement of leading scientists and researchers, employees of higher educational institutions and other scientific institutions and organizations in the educational process; organization of scientific, scientific-practical, scientific-methodical seminars, conferences, Olympiads, competitions, scientific-research and other works of participants in the educational process.
V. The purpose and tasks of postgraduate studies
The main overall task of the Academy’s postgraduate course is to create an environment in which everything should contribute to the creative growth of students.

The main goal of postgraduate work is to carry out educational activities, which include educational, scientific, cultural, and methodical activities in the amount necessary to obtain the appropriate educational and qualification level in accordance with state and industry standards of higher education to the level of mastery of the set of skills and abilities necessary for future professional activity.

The main tasks of postgraduate studies are:

Implementation of educational activities in licensed areas and specialties that meet industry standards of higher education, ensuring a high scientific-theoretical and methodical level of teaching disciplines in the full scope of the educational program;
Implementation of educational plans and educational programs, compliance with the schedule of the educational process;
Organization and conduct of educational work among post-graduate students with the aim of ensuring cultural and spiritual development of the individual, formation of civic position, patriotism, self-esteem, and readiness for work;
Creation and observance of safe working and learning conditions at the department and its bases.
Compliance with work and study discipline at the department and its bases;
Organization and implementation of methodical work at the graduate school, creation and publication of methodical developments, recommendations, training aids, and textbooks (including in electronic form);
Participation in the work of the Academic Council of the Academy;
Organization and implementation of research publications, results in scientific periodicals, and publication of monographs. Involvement of scientific and pedagogical workers, as well as students, in scientific work;
Development and submission of proposals for the training of degree holders;
Organization of specialized Olympiads, competitions, seminars, and conferences for employees and students;
Organization of the work of scientific groups of graduate students;
Organization and methodical support of students’ production practice;
Analyzing the current and final performance of graduate students in the departments of the department;
Organization of appropriate conditions and holding of examination sessions, participation in the work of examination commissions;
Analysis of the results of examination sessions, development, and implementation of proposals to improve the quality of training and increase the level of student’s knowledge of the department’s disciplines;
Participation in the organization and conduct of the State certification of post-graduate students and graduates;
Participation in the preparation of the schedule of classes and passing of industrial practices.
Monitoring compliance by employees and graduate students with legislation, and moral and ethical standards;
Keeping the accounting and reporting documentation of the graduate school, and preparing an annual report on the work of the graduate school in all types of activities;
Ensuring advanced training of scientific and pedagogical workers, including involvement in scientific work.
VI. Forms of education that are carried out by graduate school
Studying at the postgraduate course of the Academy is carried out on a full-time (full-time) basis.

To provide assistance to graduate students in the in-depth study of theoretical and practical material on individual issues, the content of which is determined outside the bounds of the minimum mandatory volumes of educational activity, at the request of students,

Graduate schools can introduce additional classes (as an additional, but not mandatory type of activity) in the form of paid educational services, which are provided for by legislation and the Statute of the Academy. The terms of training according to the appropriate form are determined by the possibilities of carrying out educational and professional programs for the training of specialists of a certain educational and qualification level
VII. Forms of organization of the educational process at graduate school
The educational process at the graduate school is carried out in the forms regulated by the Law of Ukraine “On Higher Education”: educational classes; independent work; practical training; and control measures.

The main types of training are:

lecture;
practical class;
advice.

In order to improve the educational and methodical process, the graduate school may establish other types of educational activities (training, business and situational games, profile ratings, Olympiads, electives, scientific and practical classes in specialized circles, etc.), if their activities correspond to the direction of the graduate school, its purpose and tasks, goals and tasks of higher education, and also does not harm the interests of the Academy.

The form of making up for missed classes (except for counseling) in all cases depends on its type:

the missed practical session will be worked out by the graduate student in a training session of the appropriate form. The result of practice is recorded in the academic journal of success and in a special journal of practice exercises.
VIII. Working hours and study load at graduate school
The working time of a scientific and pedagogical worker is determined by the Code of Labor Laws of Ukraine. The time for performing educational, methodical, scientific, organizational, and other work duties in the current year should not exceed the annual working time. The full-time study load of scientific and pedagogical workers cannot exceed 600 hours per academic year.

The types of training classes included in the training load of scientific and pedagogical employees of the graduate school in accordance with their position are also established by the Academy in the individual plan of the employee.

Distraction of scientific and pedagogical workers from the performance of professional duties is not allowed, except for cases provided by law.

The involvement of scientific and pedagogical workers in work that is not stipulated by an employment contract (contract) can be carried out only with his consent or in cases provided for by law.
IX. Responsibility
The head of the graduate school is responsible for the improper or non-fulfillment of his/her official duties within the limits of the current legislation of Ukraine, the Statute, and the Rules of Internal Procedure of the IEAM.

The head of the postgraduate course interacts with other teachers and teaching and support staff of the department, the management of the base hospital and specialized departments of the clinic, certain divisions of the Medical University, and other institutions of a medical profile to obtain information, messages, documentation necessary for the successful performance of their duties.
X. Relationships
