Regulations on the Preparatory Department

GENERAL PROVISIONS
The Preparatory Department for Foreign Citizens of the Private Higher Educational Institution “International Academy of Ecology and Medicine” (hereinafter referred to as the Preparatory Department) is the main organizational educational and scientific structural unit of the Academy, which carries out full-time training of foreign citizens, stateless persons who have completed secondary education, before admission to the Academy, as well as other higher institutions of Ukraine.
The preparatory department for foreign citizens is created by order of the rector of the Academy based on the decision of the Academic Council.
The preparatory department does not have the status of a legal entity and reports directly to the rector of the Academy and the vice-rector according to the division of functional duties.
The activities of the preparatory department for foreign citizens are carried out in accordance with the laws of Ukraine “On Education”, “On Higher Education”, resolutions of the Cabinet of Ministers of Ukraine, other legislative acts of Ukraine on education, orders of the rector of the Academy, the Statute of the Academy, orders of the Ministry of Education and Science of Ukraine and this position.
The structure and staffing of the preparatory department for foreign citizens are determined by the rector of the Academy.
The preparatory department for foreign citizens is allocated appropriate office premises, a training and laboratory base, and material and technical means of training.
The Department for Foreign Citizens may have a seal with the name “Preparatory Department for Foreign Citizens” and conduct document processing in accordance with the Academy’s Administration Manual.
The preparatory department for foreign citizens has a working schedule for the educational process, which is approved by the rector of the Academy. Work schedules of the educational process of each academic group are drawn up by the head of the department in the process of forming the contingent of students and approved by the head of the preparatory department for foreign citizens.
The mode of operation of the preparatory department for foreign citizens is determined by the Rules of Internal Procedure of the Academy and the curriculum of the department.
The main document that regulates the educational process of the preparatory department for foreign citizens is the working curriculum, drawn up in accordance with the Model Curriculum approved by the Ministry of Education and Science of Ukraine. The working curriculum is approved by the rector of the Academy.

MAIN TASKS AND FUNCTIONS OF THE PREPARATORY DEPARTMENT FOR FOREIGN CITIZENS
Implementation of educational activities in preparation for admission of foreign citizens to institutions of higher education in Ukraine, which is based on:
- study by foreign students (students) of the Ukrainian language and other educational disciplines in a non-native language of instruction in accordance with recommended curricula and programs;
- socio-psychological, socio-cultural, and linguistic adaptation of foreigners to the conditions of study in higher education institutions of Ukraine;
- carrying out scientific and educational-methodical, creative, and cultural-educational activities at the modern level;
- in cooperation with the dean’s office of the faculty of training foreign students, provision of passport and visa registration regimes for foreign citizens, organization of medical care, and insurance against accidents;
- facilitating the training of teaching staff, improving the qualifications, and retraining of teachers who teach foreign students (students);
- ensuring the cultural and spiritual development of the individual, education of persons studying at the department in the spirit of humanism, political correctness and tolerance in relations with citizens of Ukraine and other countries, and respect for the laws and the Constitution of Ukraine;
- conducting educational and cultural and educational work with foreign students (students);
- acquainting them with generally accepted norms of behavior, laws of Ukraine, normative legal acts that determine the legal status of foreign citizens in Ukraine, as well as the Statute and rules of the internal procedure of the Academy and the rules of living in the student dormitory of the Academy;
- work with national associations of foreign citizens and students;
- organization and conduction of educational events, educational, professional, scientific, and practical, tourist, student exchanges, and tourist-excursion trips;
- participation in the information and advertising work of the Academy, including the production of materials in foreign languages, participation in the functioning of the website of the preparatory department for foreign citizens on the Internet, etc;
- information assistance to subjects of entrepreneurial activity in matters of organizing the recruitment of foreign citizens to study at the preparatory department for foreign citizens;
- participation in communication and information activities of the Academy to create a single space for continuous education, and use of a complex of marketing communications (information and advertising presentations, conferences, round tables, etc.) in Ukraine and abroad.

WORK ORGANIZATION AND EDUCATIONAL PROCESS ORGANIZATION
The Preparatory Department for foreign citizens accepts foreign citizens and stateless persons with a secondary education, regardless of race, gender, language, or attitude to religion.
Recruitment of foreigners for training is carried out by the Academy independently and through legal or natural persons, if there is a certificate for this type of activity and a contract with the Academy.
Foreign citizens and stateless persons for admission to the preparatory department for foreign citizens must submit the documents specified by the current legislation and internal documents of the Academy.
Enrollment in studies is carried out by order of the rector of the Academy, after which a contract is concluded with the student (listener), on the basis of which tuition is paid. Enrollment is carried out within the terms determined by legislative acts on the education of foreign citizens and the Academy’s Admission Rules.
Training of students (listeners) is carried out on the basis of contracts at the expense of legal entities and individuals. The size and procedure of payment is established by the Academy in accordance with internal regulations.
The form of education is full-time. The term of study is 10 months. The term of study may change due to different periods of arrival of foreign citizens (from August 15 to November 15), but should not be less than 8 months with full implementation of the curriculum and discipline programs.
At the preparatory department for foreign citizens, students (listeners) study the Ukrainian language and general education subjects according to typical curricula depending on the chosen profile.
Classes are held in groups. The average size of the group is 6-8 people. The final formation of groups is carried out after the formation of the contingent of students (listeners) by order of the head of the department.
Issues of organization of the educational process and methodical work of the preparatory department are resolved collegially at meetings and methodical seminars of the department.
The educational process is carried out in the following forms: training classes, independent work, and control measures.
The main types of educational classes are lectures, practical classrooms, laboratory classes, and consultations.
The duration of the academic week is 36 hours. In the first semester, classes must be held according to a six-day working week. Classes are held in pairs.
Forms of current control are determined by teachers. Step-by-step control is carried out based on the materials approved by the methodical meeting of the preparatory department for foreign citizens. Semester control is carried out in the forms provided by the curriculum: in the form of a semester exam (the language is conducted in two forms: written and oral), differentiated credit or credit from a specific academic discipline in the amount of educational material determined by the educational program and in the terms established by the curriculum and schedule of the educational process.
Students (listeners) of the preparatory department for foreign citizens have vacations provided for in the curriculum. In groups of late check-in, the vacation may be shortened, according to the working schedule of the educational process of a separate group.
Studying at the preparatory department for foreign citizens ends with final exams. An examination commission is approved by order of the rector of the Academy for conducting final exams.
Graduates of the preparatory department for foreign citizens who have successfully passed the exams receive a “Certificate” of the appropriate model.
Students (listeners) of the preparatory department for foreign citizens who did not pass the final exams, or showed an insufficient level of knowledge necessary for studying at the university, are counted from the number of students (students) of the department as those who did not complete the curriculum, return to their homeland on their own score.

RIGHTS AND OBLIGATIONS OF THE PREPARATORY DEPARTMENT FOR FOREIGN CITIZENS
The preparatory department has the right to:
- The Preparatory Department for Foreign Citizens has the right to cooperate, with the agreement of the rector of the Academy, with foreign representations of foreign states of Ukraine on the issue of inviting foreign citizens to study at the Academy or expelling them from studies for valid reasons;
- The preparatory department for foreign citizens has the right to create a data bank of foreign citizens who have come to study at the Academy;
- In accordance with the main tasks within the scope of their activities, employees of the preparatory department for foreign citizens have the right to receive the necessary information for the performance of tasks from other structural units;
- The Preparatory Office for Foreign Citizens has the right to the means of communication and conducting correspondence with other institutions and organizations in order to ensure its activities under current legislation;
- The Preparatory Department for Foreign Citizens has the right to provide appropriate certificates for work related to its areas of activity, to provide appropriate explanations and documents on behalf of the rector and vice-rector.
The preparatory department is obliged to:
- The Preparatory Department for Foreign Citizens implements the normative legal acts of the Ministry of Education and Science of Ukraine on the organization of educational services regarding the education of foreign citizens in Ukraine and is obliged to provide high-quality training that meets the state standards of Ukraine
- The Preparatory Department for Foreign Citizens promotes and helps foreign citizens who have come to study at the Academy in matters of legal and medical services, insurance, and visa support.

ORGANIZATIONAL STRUCTURE AND MANAGEMENT OF THE PREPARATORY DEPARTMENT FOR FOREIGN CITIZENS
The department is headed by the head, who is appointed and dismissed by the decision of the rector of the Academy in accordance with the current legislation of Ukraine, the Statute of the Academy, and this Regulation.
The staff schedule and structure of the preparatory department are approved by the rector’s order. Employees of the department are hired by order of the rector of the Academy upon the submission of the head of the preparatory department for foreign citizens. Qualification requirements are experience of appropriate practical work with foreign citizens at the pre-university stage and knowledge of a foreign language.
The rights and duties of the head are determined by the Statute of the Academy, these Regulations, the employment contract (contract), and the job description.
The head of the preparatory department for foreign citizens performs his duties on a permanent basis.
Head of the preparatory department for foreign citizens:
- organizes and directly manages the educational and methodical, scientific, scientific and economic, and production activities of the department;
- directs the efforts of employees to quality training of foreign students (students);
- annually reports to the Academy administration on the results of educational and methodical work;
- organizes the development of the concept of the development of areas of study, curricula, educational and professional programs, training, and work programs;
- supervises the educational process: the schedule of classes and exams, semester study plans-schedules and their implementation;
- organizes control over the planning, organization, and conduct of independent work of students (students);
- prepares drafts of orders on enrollment, expulsion, encouragement, and recovery of foreign students (students), their admission to take semester and final exams;
- submits memos to the rector of the Academy regarding the moral and material encouragement of employees of the preparatory department for foreign citizens;
- carries out general management of the preparation of textbooks, educational and methodical manuals, and methodical developments;
- plans organizational and educational work with students (students), teachers, and employees of the preparatory department for foreign citizens;
- controls the accounting of students (students) and ensures the submission to other organizations of information about the contingent of foreign students (students) within the established terms;
- organizes the preservation of strict reporting documents;
- supervises the implementation of internal regulations in the premises of the academy and student dormitories;
- within the competence of the activity of the preparatory department for foreign citizens, issues orders that are binding for employees, as well as students (students);
- performs other duties assigned to him by this Regulation and the job description.
The head of the preparatory department for foreign citizens is the head of the final examination committee of the department and a member of the academic council of the academy.
The head of the preparatory department for foreign citizens can delegate part of his powers to the head of the preparatory department.
The head teacher of the preparatory department for foreign citizens is appointed by order of the rector of the Academy on the proposal of the head from persons who, as a rule, have experience working with foreign students, in particular at the initial stage.

PARTICIPANTS OF THE EDUCATIONAL PROCESS, THEIR RIGHTS AND OBLIGATIONS
The participants of the educational process are teaching staff and foreign citizens studying at the preparatory department for foreign citizens.
Foreign students (students) studying at the preparatory department for foreign citizens, who have the status of a student (student) of the Academy, have the right to:
- participate in the creation of self-governing bodies to resolve any issues of life;
- access to information in all fields of knowledge;
- for the use of educational, industrial, scientific, cultural, sports and health facilities of the Academy under the terms of the training contract;
- to protect the actions of teaching and other workers who violate their rights or humiliate their honor and dignity.
Students (listeners) are obliged to:
- attend all classes, perform the types of work prescribed by the clan;
- systematically and deeply acquire knowledge;
- comply with the requirements of Ukrainian legislation regarding the passport and visa regime and other requirements of legislation;
- to comply with the requirements of the Statute of the Academy, the rules of internal procedure of the Academy, these Regulations;
- to fulfill the terms of the contract for training and to pay for training in a timely manner;
- and other duties determined by current legislation and provisions of the internal documents of the Academy.
A student (listener) of the preparatory department for foreign citizens may be expelled:
- at one’s own will;
- for non-fulfillment of the curriculum;
- for violation of the terms of the contract;
- in other cases provided for by the laws of Ukraine.
In the case of expulsion of a student (listener) from the preparatory department for foreign citizens, regardless of the reasons for the expulsion, the funds spent on education are not returned.
Teachers who have appropriate professional training and experience working with foreign students at the initial stage and who speak a foreign language are involved in the pedagogical work at the preparatory department for foreign citizens.
Pedagogical employees of the preparatory department for foreign citizens have all the rights according to the Laws of Ukraine “On Education”, and “On Higher Education”, and also have the right to elect and be elected to the academic council, the faculty of training foreign students and other advisory bodies.
Pedagogical workers have the right to:
- protection of professional honor and dignity;
- free choice of forms, methods, and means of education within the limits of the approved educational plans;
- submitting proposals to the leadership of the Academy and the preparatory department for foreign citizens regarding the improvement of educational work;
- social and material security.
Pedagogical workers are obliged to:
- to constantly improve one’s professional level, pedagogical skill, and general culture;
- to ensure a high scientific-theoretical and methodical level of teaching of academic disciplines in the full scope of the curriculum of the corresponding field of training;
- to create conditions for the assimilation by foreign students (students) of educational programs at the level of mandatory state requirements, to promote the development of independence and creative abilities of foreign students (students);
- to observe norms of pedagogical ethics, and morality, respect the dignity of foreign students (students), instill in them a love for Ukraine, and promote their cultural development;
- to comply with the laws of Ukraine, the Statute of the Academy of Internal Labor Regulations;
- and other duties determined by current legislation and provisions of the internal documents of the Academy.

RESPONSIBILITY OF THE PREPARATORY DEPARTMENT FOR FOREIGN CITIZENS
The preparatory department is responsible for:
- for compliance with state standards of education and science in accordance with the requirements of the legislation of Ukraine;
- for the quality of specialist training, organization of the educational process at the department, etc;
- the organization of the educational process in accordance with the legislation of Ukraine on educational and scientific activity, the Statute of the Academy, the Rules of Internal Procedure of the Academy, this Regulation, orders and orders of the rector of the Academy, decisions of the Academic Council of the Academy;
- compliance with the requirements of the anti-corruption legislation of Ukraine and the provisions of the anti-corruption program of the Academy;
- ensuring safe conditions for conducting educational and scientific activities;
- compliance with contractual obligations with subjects of educational and industrial activities and citizens.
The responsibility of the Head of the Preparatory Department, employees of the Preparatory Department, scientific and pedagogical staff, teaching and support staff, and employees of the research department at the Preparatory Department is determined by current legislation, the Academy’s internal regulations and their job instructions.
The head of the preparatory department bears personal responsibility for the preparatory department as a whole, for the level of organization and implementation of the processes of teaching-educational, educational-methodological, scientific work, for creating a healthy, creative atmosphere in the staff of the preparatory department, improving the qualifications of employees of the preparatory department, observing staff and financial discipline, rules of internal order, labor protection, fire safety, efficient and rational use of equipment, property and premises assigned to the preparatory department and their preservation.
The responsibility of each employee is individual depending on the duties assigned to him to perform the tasks and the functions of the preparatory department in the quality management system.

CONTROL OF THE ACTIVITIES OF THE PREPARATORY DEPARTMENT FOR FOREIGN CITIZENS
The rector of the Academy supervises the activities of the preparatory department.
The head of the preparatory department reports on his activities to the Academic Council of the Academy, the rector of the Academy, and the vice-rector in the relevant direction.
Control over the activities of the preparatory department and verification of certain types of work of the preparatory department can be carried out by the decision of the rector of the Academy.

RELATIONSHIPS WITH OTHER UNITS
Relations with other divisions are carried out to identify and implement interdisciplinary connections, share experience in organizing the educational process, use the educational and scientific base, and conduct complex scientific research.
The Preparatory Department for Foreign Citizens, within the limits of its tasks and powers, interacts with the Academy’s scientific, educational, and other divisions, as well as with local self-government bodies on issues of international cooperation and education.
The preparatory department for foreign citizens interacts with the state center of international education and implements its recommendations within the limits of its authority.

REORGANIZATION AND LIQUIDATION OF THE PREPARATORY DEPARTMENT FOR FOREIGN CITIZENS
The reorganization and liquidation of the preparatory department for foreign citizens is carried out in accordance with the procedure determined by the current legislation and the Statute of the Academy.
The preparatory department is reorganized or liquidated by order of the rector of the Academy by decision of the Academic Council of the Academy.
During the liquidation and reorganization of the preparatory department, the released employees and persons who are studying are guaranteed the observance of their rights and interests in accordance with the legislation of Ukraine.

PROCEDURE FOR IMPLEMENTING THE REGULATION ON ENACTMENT
The provision shall enter into force from the moment of its approval by the rector of the Academy.
Changes and additions to the Regulations come into force from the moment of approval by the rector of the Academy.
Foreign citizens and stateless persons must submit the following documents for admission to the preparatory department for foreign citizens:
- application to the rector of the Academy;
- passport, a copy of the passport and a notarized translation of the passport into Ukrainian.
- a notarized copy of the document on education and grades (points) obtained from academic disciplines;
- a notarized copy of the birth certificate;
- a medical certificate confirming the absence of HIV infection, or a certificate from a medical and preventive institution about a medical examination for HIV infection;
- a medical certificate of health, which confirms the possibility of studying in the climatic conditions of Ukraine;
- insurance policy (except for countries with which relevant agreements have been concluded);
- 10 photo cards 35×45 mm;
