Regulations on the International Department
GENERAL PROVISIONS
The International Department (hereinafter referred to as the Department) of the International Academy of Ecology and Medicine (hereinafter referred to as the Academy) is a structural unit of the Academy whose activities are aimed at organizing and coordinating international cooperation in the field of education and science, establishing and developing effective mutually beneficial partnership relations with leading educational and scientific institutions of the world, embassies, consulates and other diplomatic institutions, as well as taking measures to organize admission of foreign citizens to study at the Academy.
The department was created in accordance with the Statute of the Academy.
The department reports directly to the rector of the Academy and the vice-rector for organizational and legal issues in accordance with the distribution of their functional responsibilities.
The department is guided in its activities by the Constitution of Ukraine and the laws of Ukraine, in particular the Law of Ukraine “On Education”, the Law of Ukraine “On Higher Education”, resolutions of the Verkhovna Rada of Ukraine, acts of the President of Ukraine, the Cabinet of Ministers of Ukraine, the Ministry of Education and Science of Ukraine, the Statute of the Academy, orders rector, by these Regulations.
The work of the Department is carried out in accordance with the work plan, which is approved annually by the rector.
Based on the results of activities during the academic year, the Department prepares a work report, which is submitted at the end of the academic year.
The structure and staff of the Department are in accordance with statutory requirements and are approved by the rector of the Academy. The Department organizes its activities in accordance with this Regulation. Employees of the Department act in accordance with the job instructions approved by the rector of the Academy. It is not allowed to entrust the Department with duties that are not provided for in these Regulations, as well as to transfer tasks assigned to the Department to other structural units of the Academy, except for a written decision of the rector of the Academy.
The Academy’s administration creates conditions for the work and professional development of the Department’s employees, provides the appropriate material and technical base, including computers and modern office equipment, and provides an opportunity to use the Internet, and e-mail.
The head of the Department and employees of the Department are appointed to positions and dismissed from positions by order of the rector of the Academy in accordance with the procedure established by law.
MAIN AREAS OF ACTIVITY AND TASKS
Development, organization, coordination, and implementation of activities in the field of international cooperation of the Academy of Education and Science, including developing proposals for its expansion and strengthening, promoting the establishment of direct relations with foreign partners.
Planning, organization, coordination, and implementation of activities related to the fulfillment of the Academy’s obligations under international agreements in the field of education and science.
Organization of tasks assigned to the Academy aimed at the integration of Ukraine into the European Union.
Organization and coordination of events related to the preparation and holding of international scientific conferences, symposia, seminars, etc.
Coordination of activities related to the study of Academy students abroad (under the “semester study” and “double diploma” programs), which is provided for in accordance with the agreements on this issue and current legislation.
Participation in the development of agreements, work programs, projects with foreign partners, coordinators of recruitment of foreign students, monitoring their implementation.
Organization of the reception of foreign delegations that come for the purpose of establishing and developing business and scientific cooperation with the Academy.
Dissemination of information on directions and conditions for admission to the Academy abroad, monitoring of current and prospective academic exchange programs.
Control over the verification of documents presented by foreign citizens upon admission and enrollment at the Academy in accordance with current legislation.
Organizes, within the limits of its powers, the issuing of invitations to foreign citizens to study, carries out their accounting, as well as coordination with the relevant state authorities, enterprises, and institutions regarding the issuance of such invitations.
FUNCTIONS OF THE INTERNATIONAL DEPARTMENT
The department, in accordance with the tasks assigned to it:
- makes suggestions to the rector regarding the development of international cooperation in the Academy;
- on behalf of the Academy’s management, concludes agreements on cooperation with foreign higher educational institutions and institutions, including scientific;
- carries out coordination, analysis, and control of the fulfillment of obligations arising from international agreements, programs, and other contractual and legal documents concluded by the Academy;
- conducts an analysis of the application of current acts on international cooperation and submits proposals to the leadership of the Academy regarding their revision, amendment, cancellation, or development of new acts;
- provides protocol and organizational support for events related to international cooperation of the Academy, namely:
- preparation of reception programs and meetings with foreigners at the Academy;
- preparation of documents required for travel abroad on business trips, in accordance with the Instructions on the procedure for business trips abroad of Academy employees and the Instructions on the procedure for registration of the departure of Academy students and graduate students abroad for the purpose of practice (internship).
- organizes and coordinates work on the selection of candidates for participation in international events held in the field of education and science and assigned to the competence of the Academy;
- carries out development and is responsible for the implementation of current and prospective plans of international cooperation of the Academy;
- prepares draft orders for sending Academy employees abroad;
- keeps records of official business trips of Academy employees abroad, admission of foreigners to the Academy;
- coordinates the preparation and ensures the organization and conduct of international events (seminars, meetings, meetings, etc.) in Ukraine and abroad;
- maintains internal documentation in accordance with the Academy’s Bookkeeping Instructions;
- together with other structural subdivisions of the Academy, develops proposals for the implementation of legislative acts and other regulatory documents on the European and Euro-Atlantic integration of Ukraine and ensures the control of their implementation;
- organizes the translation of international correspondence received by the Academy.
- I will ensure the compilation and submission of the necessary statistical and other reporting on the Academy’s international cooperation;
- provides advisory and methodological assistance to faculties, institutes, departments, departments, and other structural subdivisions of the Academy on matters falling within the competence of the Department in accordance with this Regulation;
- organizes the issuance by the Academy of invitations to study foreign citizens in accordance with the procedure determined by the current legislation and internal documents of the Academy;
- ensures submission to the authorized state enterprise of documents necessary for registration of invitations in the electronic journal;
- provides an accounting of invitations issued by the Academy to study foreign citizens;
- supervises the availability of invitation forms for foreign citizens to study at the Academy. If necessary, organize their order in accordance with the law;
- ensures timely informing of the authorized state enterprise, the relevant state border protection body regarding the details of the arrival of a foreigner invited by the Academy to Ukraine in accordance with the procedure defined by legislation;
- carries out current correspondence and maintains operational communication with the relevant structural subdivisions of institutions and organizations in the field of education and science of foreign countries with which the Academy has concluded cooperation agreements, or is preparing to conclude cooperation agreements;
- executes the instructions of the rector and vice-rector for organizational and legal issues, who coordinates the activities of the Department.
RIGHTS OF THE INTERNATIONAL DEPARTMENT
- Have free access to information related to the Department’s functional responsibilities.
- Use departmental and regulatory documents of the Academy on educational and methodological work.
- In accordance with the established procedure, receive from the structural units of the Academy the necessary information and materials for the execution of assignments entrusted to the Department or belonging to its competence.
- Demand from the deans of faculties, centers, departments, departments, and services timely and high-quality execution of the Department’s assignments.
- On the instructions of the leadership of the Academy, within the limits of its competence, to hold meetings and negotiations with representatives of institutions of foreign countries, and international organizations, to the competence of which issues of education, science, and culture are assigned, to discuss current issues of cooperation.
- Submit proposals on various aspects of the Department’s work to the rector, and vice-rector for organizational and legal issues.
- Submit proposals for the consideration of the Academy’s leadership on issues within the Department’s competence, including proposals for improving the Academy’s international cooperation.
- To participate in meetings and other events of the Academy in accordance with the Department’s competence.
MANAGER OF THE INTERNATIONAL DEPARTMENT
The International Department of the Academy is headed by the Head of the Department, who is appointed and dismissed by order of the rector of the Academy at the request of the vice-rector for organizational and legal issues.
In his work, the Head of the Department reports to the rector and the vice-rector for organizational and legal issues.
The Head of the Department carries out organizational, administrative, supervisory, and advisory activities, in accordance with the job description approved by the rector.
Head of the International Department:
- manages the activities of the Department and bears personal responsibility for the performance of the tasks assigned to the Department and the performance of its functions in accordance with this Regulation;
- distributes responsibilities among employees of the Department;
- is responsible for the high-quality and timely performance of job duties provided for in the Job Description;
- prepares job instructions for Department employees, which are approved by the rector of the Academy;
- in accordance with the procedure established by law, makes proposals to the rector of the Academy regarding changes in the structure and staff list, appointment, transfer, and dismissal of employees of the Department, their encouragement or the application of disciplinary sanctions to them;
- on behalf of the rector, he represents the interests of the Academy on matters falling under the competence of the Department of State and other bodies, and public organizations.
RESPONSIBILITY OF THE DEPARTMENT
The responsibility of the head of the Department, and employees of the Department, is determined by the current legislation, the rules of the internal procedure of the Academy, and their job instructions.
The head of the international department of the Academy is responsible for:
- results of the work of the Department as a whole;
- improper performance of tasks and functions defined by this Regulation, and for the results and efficiency of the Department’s activities;
- low executive discipline, both personal and of the Department’s staff;
- failure to comply with internal labor regulations, labor protection, and fire safety rules.
Employees of the Department are responsible for:
- improper performance or non-performance of one’s job duties, stipulated by this Regulation, job instructions, within the limits determined by the current labor legislation of Ukraine;
- offenses committed in the course of carrying out activities, within the limits defined by the current administrative, criminal, and civil legislation of Ukraine;
- the assignment of material damage to the Academy within the limits determined by the current civil legislation of Ukraine and labor legislation of Ukraine.
The forms and degree of responsibility are determined in accordance with the current legislation of Ukraine, the Statute of the Academy, the rules of internal labor regulations, and these Regulations.
The responsibility of each employee is individual depending on the duties assigned to him to perform tasks and the functions of the Department in the quality management system.
An employee of the Department may be subject to one of the following disciplinary sanctions for improper performance of his/her official duties:
- Reprimand announced by order of the rector of the Academy;
- dismissal from office in accordance with the established procedure.
CONTROL OF DEPARTMENT ACTIVITIES
The activity of the department is controlled by the rector of the Academy, the vice-rector in the relevant direction.
The Head of the Department reports on his activities to the Academic Council of the Academy, the rector of the Academy, and the vice-rector in the relevant direction.
Control over the activities of the Department and verification of certain types of work of the Department may be carried out by the decision of the rector of the Academy.
RELATIONS WITH OTHER UNITS
In its work, the Department of International Relations interacts with structural subdivisions and services on matters regulated by the provisions of current legislation, the Statute of the Academy, this Regulation, orders of the rector, and other acts of the Academy.
REORGANIZATION AND LIQUIDATION OF THE DEPARTMENT
Termination of the Department’s activities is carried out through its liquidation or reorganization.
The department is reorganized or liquidated by order of the rector of the Academy by decision of the Academic Council of the Academy.
PROCEDURE FOR IMPLEMENTING THE PROVISIONS INTO EFFECT
The provision shall enter into force from the moment of its approval by the rector of the Academy.
Changes and additions to the Regulations come into force from the moment of approval by the rector of the Academy.
