Rector

• The rector is appointed to the position by the decision of the General Meeting of the Founders (owners).
• A candidate for the position of Rector must be fluent in the state language, have an academic title and a scientific degree, and have at least 10 years of work experience as a scientific and pedagogical employee.
• The terms of the contract with the Rector (rights, duties and responsibilities, the amount and procedure for payment of wages, compensations, additional grounds for dismissal) are determined by the General Meeting of Founders (owners), the Head of the General Meeting of Founders (owners), or an authorized representative of the General Meeting of Founders (owners).
• The Rector executes the decisions of the General Meeting of Founders (owners), the Supervisory Board, the Academic Council of the Academy, and other persons authorized by the General Meeting of Founders (owners).
• The rector is responsible for the results of financial and economic activity, the condition and preservation of real estate, and other property of the Academy.

The rector of the Academy within the limits of the powers granted to him:

• organizes educational activities of the Academy;
• determines the structure of the Academy;
• develops and approves the staff list of the Academy;
• ensures the implementation of the financial plan (estimate);
• concludes contracts for an amount not exceeding the amount determined by the General Assembly of the Founders (owners). Conclusion of contracts for an amount exceeding the amount determined by the General Meeting of the Founders (owners) is possible only with the agreement of the General Meeting of the Founders (owners);
• approves the cost of tuition and other educational services in the prescribed manner;
• issues orders and decrees related to the educational activities of the Academy, gives mandatory instructions for all participants of the educational process and separate structural units of the Academy;
• is responsible for carrying out educational, scientific, scientific-technical, and innovative activities at the Academy;
• coordinates the work of the Academic Council with other bodies of the Academy;
• organizes the implementation of the decisions of the Academic Council of the Academy, the General Meeting of the founders (owners);
• represents the Academy in state and other bodies, is responsible for the results of its activities before the General Meeting of Founders (owners);
• approves regulations on separate structural units and issues powers of attorney to heads of separate structural units and other officials of the Academy for their performance of functions and powers that do not contradict the requirements of the legislation of Ukraine;
• is a manager of property and funds within the limits of the powers granted to him;
• issues power of attorney opens bank accounts;
• hires and dismisses pedagogical, scientific, scientific and pedagogical workers. Hiring and dismissal of other employees (administrative staff, accounting staff, etc.) is carried out at the request of the vice-rector, elected by the General Assembly of the Founders (owners) of the Academy as their representative;
• ensures labor protection, and compliance with law and order;
• determines the functional duties of employees, except for the cases defined by the Statute;
• monitors compliance by all units with staffing and financial discipline;
• ensures compliance with official secrecy;
• promotes the work of the labor team and creates conditions for their activity;
• submits the rules of internal procedure and the collective agreement for approval to the general meeting of the labor team and, after approval, signs it;
• ensures the creation of conditions for effective and open public control over the activities of a higher educational institution;
• concludes contracts and agreements for the provision of educational services, for accommodation in the dormitory of the Academy;
• forms a contingent of persons studying at the Academy;
• monitors the implementation of educational plans and programs;
• deducts from the Academy and renews higher education students to study there, on the grounds provided by the legislation of Ukraine on education and higher education;
• promotes the work and creates conditions for the activity of student self-government bodies, the labor team, organizations of trade unions of Academy employees and students, public organizations operating at the Academy;
• contributes to the formation of a healthy lifestyle for students of education and higher education, strengthening the sports and health facilities of the Academy, creates appropriate conditions for mass sports;
• supervises the quality of work of pedagogical, scientific-pedagogical, scientific, and other employees;
• is responsible for the results of the Academy’s activity before the Founders (owners);
• exercises other powers defined by the Statute.

In accordance with the Statute, the rector, in agreement with the General Meeting of Founders (owners), may delegate part of his powers to his deputies (vice-rectors) and heads of structural divisions.

The Rector reports annually to the General Meeting of Founders and the highest collegial body of public self-government of the Academy.

In the cases defined by this Statute and the General Meeting of the Founders (owners) of the Academy, the Rector makes a decision exclusively on the proposal of the Vice-Rector, elected by the General Meeting of the Founders (owners) of the Academy as their representative.

The rector may be dismissed from his position by the General Assembly of the Founders (owners) or by a person authorized by them on the grounds determined by the legislation of Ukraine, this Statute, and the contract concluded with him.

Early termination of the contract with the Rector is possible on the following grounds:

• determined by the current legislation of Ukraine on labor and education;
• violation by the Rector of the provisions of current legislation, this Statute, and the terms of the contract;
• committing illegal actions that caused damage to the Academy and/or the Founders (owners);
• inability to perform work under the contract due to illness;
• on other grounds determined by the contract and current legislation of Ukraine.
