Study voucher from the employment center

A voucher is a document of a standardized form that entitles a person, following the Law of Ukraine “On Employment of the Population”, to retrain or train in another specialty, train at the next level of education or specialization, or receive advanced training at educational institutions or with an employer.

 

Employment centers issue a study voucher to individuals not registered as unemployed there and meeting certain requirements, namely:

 

  1. Age – individuals over 45 years of age:

 

  • at least 15 years of pensionable service;
  • vocational (vocational-technical), professional higher or higher education;
  • have not reached the retirement age established by Article 26 of the Law of Ukraine “On Compulsory State Pension Insurance”;
  • are not registered as unemployed at the employment center;
  • have not undergone retraining at the expense of the Fund of Compulsory State Social Insurance of Ukraine for Unemployment within the last three years;
  • have not received a voucher before.

 

  1. Individuals dismissed from military service (except for conscripts), service in the internal affairs bodies, the State Service for Special Communications and Information Protection of Ukraine, civil defense bodies and units, tax police, or the State Criminal Executive Service of Ukraine due to redundancy or health reasons:

 

  • at least 10 years of service;
  • vocational (vocational-technical), professional higher or higher education;
  • have not reached the retirement age established by Article 26 of the Law of Ukraine “On Compulsory State Pension Insurance”;
  • have not acquired the right to a pension following the Law of Ukraine “On Pension Provision for Persons Discharged from Military Service and Certain Other Individuals”;
  • have not undergone retraining at the expense of the Fund of Compulsory State Social Insurance of Ukraine for Unemployment within the last three years;
  • have not received a voucher before;

 

III. Individuals dismissed from military service after participating in the anti-terrorist operation, measures to ensure national security and defense, repulsion and deterrence of the armed aggression of the Russian Federation in Donetsk and Luhansk regions:

 

  • vocational (vocational-technical), professional higher or higher education;
  • applied within three years from the date of discharge from military service after participation in the ATO (JFO);
  • have not reached the retirement age established by Article 26 of the Law of Ukraine “On Compulsory State Pension Insurance”;
  • have not undergone retraining at the expense of the Fund of Compulsory State Social Insurance of Ukraine in case of unemployment within the last three years;
  • have not received a voucher before.

 

  1. Internally displaced individuals:

 

  • vocational (vocational-technical), professional higher education, or higher education;
  • have not reached the retirement age established by Article 26 of the Law of Ukraine “On Compulsory State Pension Insurance”;
  • no suitable job is available for you;
  • have not undergone retraining at the expense of the Fund of Obligatory State Social Insurance of Ukraine in case of unemployment within the last three years;
  • have not received a voucher before.

 

The cost of the voucher is set within the cost of tuition, but may not exceed ten times the subsistence minimum for able-bodied individuals established by law.

 

Payment for the voucher is made at the expense of the Fund of Compulsory State Social Insurance of Ukraine for Unemployment based on its financial capabilities.

 

If the cost of education at an educational institution exceeds the maximum value of the voucher, the applicant or employer may pay the difference in tuition.

 

Who will be denied a voucher?

 

  • individuals who do not have a vocational (vocational-technical), professional pre-university or higher education;
  • individuals who have undergone retraining at the expense of the State Unemployment Insurance Fund within the last three years;
  • individuals who are registered as unemployed at employment centers.

Education

Training in a specialty for obtaining a master’s degree is conducted based on vouchers on the bachelor’s or master’s degree levels, or a specialist degree obtained in another specialty.

 

Training is provided by higher education institutions, enterprises, institutions, and organizations licensed to provide educational services, according to the list of specialties approved by the Ministry of Social Policy of Ukraine, for which a voucher may be issued.

 

An individual chooses a profession, or specialty according to the list approved by the Ministry of Social Policy, as well as the form and place of study.

 

At IAPM, following the list of the Ministry of Social Policy, you can study the specialty 222 “Medicine”, receiving a master’s degree.

 

Who decides to issue a voucher?

 

The decision to issue a voucher is made by the employment center at the place of residence no later than the eighth business day following the date of submission of the above documents. The employment center informs the individual of the decision to issue vouchers within three business days from the date of their adoption. To obtain a voucher, the individual must apply to the employment center within five business days from the date of receiving the relevant notification.

 

The education agreement is concluded between the institution and the individual within 90 days after the voucher is issued. For individuals who received a voucher before or during the quarantine period established by the Cabinet of Ministers of Ukraine to prevent the spread of acute respiratory disease (COVID-19) caused by the SARS-CoV-2 coronavirus in Ukraine, the term of the education contract is extended for the period of such quarantine and 30 days after its cancellation.

 

The educational institution informs the employment center that issued the voucher about the individual’s compliance with the terms of the education contract, including attendance in classes and completion of the curriculum.

 

In the event of early termination of classes without valid reasons, the individual shall reimburse, within 30 working days, by transferring to the account of the educational institution, part of its expenses for the period of actual training.

 

Vouchers are issued to individuals following the Procedure for Issuing Vouchers to Maintain the Competitiveness of Individuals in the Labor Market, approved by Resolution of the Cabinet of Ministers of Ukraine No. 207 “On Approval of the Procedure for Issuing Vouchers to Maintain the Competitiveness of Individuals in the Labor Market” dated 20.03.2013.

 

The list of professions and specialties for which a voucher may be issued is approved by the Order of the Ministry for Development of Economy, Trade and Agriculture of Ukraine No. 1716 dated 07.09.2020, registered with the Ministry of Justice of Ukraine on 29.09.2020 under No. 946/35229.

 

The list of valid reasons for termination of education contract:

 

  • enactment of a court verdict sentencing a person to imprisonment, restriction of liberty, arrest (except in cases of release from serving a sentence with probation), application of compulsory treatment by a court;
  • death of an individual or declaration of death by a court decision or recognition of an individual as missing, incapacitated, or partially incapacitated;
  • health condition of an individual who has medical contraindications for continuing education in a profession (specialty);
  • pregnancy, childbirth, and childcare leave;
  • moving to another area for permanent residence;
  • conscription for regular military or alternative (non-military) service;
  • training for conscripts and reservists;
  • conscription for military service during mobilization or involvement in the performance of duties in positions provided for by the states in time of war;
  • other reasons beyond the individual’s control, as documented.
